Abstract: I use lessons drawn from three streams of literature—intergovernmental relations, governance, and fiscal competition—in order to modify Baker and Faulkner's (2002) ION box into a model of post-traditional intergovernmental relations—the intergovernance framework. The aim of this dissertation is to explore a number of issues in intergovernmental fiscal relationships in the United States. Results in the first essay show that decreases in real per capita state grants cause statistiy snificant increases in per capita property taxes in Florida counties and school districts. The intergovernmental relationship between the federal district and the national government has been given little snificance in the subject of intergovernmental relations.
